Motorcycle Safety

MSF Basic RiderCourse (Hawaii Edition) - MS2000

The Motorcycle Safety Foundation (MSF) Basic RiderCourse (BRC) Hawaii Edition, approved for use by the Hawaii Department of Transportation (HDOT) for Motorcycle Rider Education. Upon successful completion of the course, qualified students will be issued a licensing waiver.  Tuition: $200

  1. Demonstrate basic motorcycle operation skills: Inspect, mounting, start/stop engine.
  2. Demonstrate fundamental riding skills: Straight Line, Turning, Shifting, Braking.
  3. Demonstrate street riding skills: Swerving, Maximum braking, Advanced turning, Hand signals.
  4. Determine the proper operation of a motorcycle under normal, special and adverse riding conditions.

Attendance Policy

Participants are expected to attend all class sessions. Sign-in sheets are completed at every class session. Participants must attend all classes in order to satisfactorily complete the course. Arriving more than five minutes late at the start of a class will beconsidered an unexcused absence and may result in the participant being dropped from the class.

Standards of Progress
Attendance, completion of assignments, quiz/exam scores, and satisfactory performance of all skills/tasks contribute to the overall grade. Possible grades include:

(CR) is used to indicate passing with a knowledge test of 80% or higher and skills test less than 21 points off.

(NC) is used to indicate not passing grade of “NC” may repeat a course once. Additional repeats may be allowed after discussion with a Program Coordinator, and participants may be required to repeat the entire course at an additional expense.

1. How soon can I start my class? Classes fill fast, normally a 4 week lead time.
2. Do I need my own motorcycle? No, the university provides motorcycles for students.
3. Do I have to know how to ride a motorcycle? No, However you must be able to ride a bicycle.
4. How much does it cost? The tuition is $200.
5. Can I register over the phone? Yes. However, you must also fax or mail your signed registration form, FAX # (808) 453-6730.
6. What happens after I register? Confirmation of enrollment is mailed, along with a list of what to bring and a map.
7. What kinds of motorcycles are used? 250cc and 125cc street bikes.
8. Do I need my permit before class? No, permits can be obtained before, during or after the class is over. An exception is for students under 18 who must have a permit.
9. What happens during class? The class is an intensive course designed to prepare you for the streets. It consists of both classroom and skills training.
10. How long are the classes? Depends on class schedule and location. Total instruction time is 16 hours.
11. What kind of gear do I need to bring? Students need to provide:  Full fingered gloves, long sleeve shirt, long pants, high top shoes or boots that cover the ankle bone, D.O.T. certified full face or 3/4 helmet, Eye protection, Ample water or other liquids, and Snacks.
12. Does the class lead to a drivers license?  Students that successfully complete the course may be issued a form waiving the requirement for the HI skills test.
13.  I am under 18 years old, what do I need before I take the course?  You must have a valid Hawaii motorcycle permit that was issued at least 180 days before the beginning of class.  Parent or guardian signature on Registration and Liability Form and you must have complete DE. After completion you will be issued your skills test waiver until you complete supervised driving.
14.  What happens if I do not pass the course?  Students that do not pass are provided an opportunity to retake the course on a space available basis.
